This work tries to provide a foundation for an integral proposal of reform of public employment inside the frame of the Public Employee Basic Statute (EBEP in Spanish). This is based on the analysis of public action demands that will be likely in the future. This scenario of requirements is contrasted with the current reality. To that end, a diagnosis of the main features of current public employment is made. From there on, the current legal framework is identified and within it the policies of people management (Human Resources) and the most relevant measures that constitute the core of the public employment reform are drawn.
