Public management literature has identified inter-organizational relations as an innovation towards the governance of a public organization (Mandell and Steelman 2003). The perspective of this article is not to consider innovation as the creation of an inter-organizational relationship but rather as the new ideas, objects or practices that are created because of being involved in inter-organizational relations. The aim is: to examine how innovation in inter-organizational collaborations can be enhanced. To better understand the role of public managers in the creation of innovations towards inter-organizational relations.
